J&K Govt Promotes 53 Junior Engineers as In-charge Assistant Engineers, Orders Transfer of 74 Officers in PDD Reshuffle

The Jammu and Kashmir Government has promoted 53 Junior Engineers (Electrical) as In-charge Assistant Engineers (Electrical) on an officiating basis and ordered the transfer and posting of 74 officers across the Power Development Department (PDD) in a major administrative reshuffle aimed at filling key vacancies and strengthening field operations.

The appointments were made through Government Order No. 168-JK(PDD) of 2026, issued by the Power Development Department under file No. PDD-HRM/86/2023-05 (CC:7362912).

According to the order, the promoted officers will continue in their existing pay and grade while receiving the admissible charge allowance. The postings take immediate effect, and all officers have been deemed relieved from their previous assignments.

Of the 53 promotions, 36 are degree-holder Junior Engineers and 17 are diploma-holder Junior Engineers.

The promoted degree-holder engineers include Ramyata Mahajan, Raghu Singh Jandla (RBA), Nasir Ahmad Dagga, Ashiq Hussain Dar, Umar Imran Mir, Safi-ul-Islam Mir, Rashid Hussain Dar, Showkat Hassan, Rafiq Ahmad Beigh (RBA), Vikram Gupta, Sandeep Gupta, Amrik Singh, Vivek Sharma, Rakesh Katoch, Vikas Sharma, Purnima Raina, Mini Gupta, Fazal Ahmad, Rayees Ahmad (RBA), Gurvinder Singh, Rouf Ahmad Shah, Abdul Hamid Darzi, Ovais Gani, Maroosha Bashir, Manzoor Ahmad Mir, Ghulam Jeelani Wani, Nisar Ahmad Bhat, Adil Hussain Lone (RBA), Zahid Ahmad Khan, Imtiyaz Ahmad Bhat (RBA), Imtiyaz Ahmad Sheikh (RBA), Nazir Ahmad Ganai (RBA), Naveed Ahmad (ST), Ajaz Ahmad (ST), Asif Nisar (ST) and Naseer Ahmad (ALC).

The diploma-holder engineers promoted are Taraq Hussain, Rabinder Singh Reen, Sanjeev Sharma, Mamta Harchandra, Showket Aijaz Mir, Shabina Qadir, Shazia Yatoo, Rabia Nazir, Masood Ahmad, Nishat Ayub Raina, Mohammad Abass Najar, Shabeer Ahmad Misgar, Vijay Bharti, Tafazul Ahmad Shah, Tariq Hussain Hakeem, Sumati Sharma and Anil Kumar.

The government clarified that the placements are temporary stop-gap arrangements and remain subject to the outcome of pending writ petitions before competent courts. It also stated that the officiating promotions do not confer any right, equity or claim for regular promotion through the Departmental Promotion Committee (DPC) or the Public Service Commission (PSC). Any adverse report against an officer will result in the immediate withdrawal of the placement.

Alongside the promotions, the department issued a comprehensive transfer and posting order affecting 74 officers across the Jammu Power Distribution Corporation Limited (JPDCL), Kashmir Power Distribution Corporation Limited (KPDCL), Jammu and Kashmir Power Transmission Corporation Limited (JKPTCL), Jammu and Kashmir Power Development Corporation (JKPDC), Jammu and Kashmir Power Corporation Limited (JKPCL), as well as on deputation to other government departments.

Among the newly promoted officers, Ramyata Mahajan and Asif Nisar (ST) have been deputed to JKPDC, while Raghu Singh Jandla (RBA) has been deputed to the Estates Department for posting in Estates Jammu. Rafiq Ahmad Beigh (RBA) has been deputed to the Public Works (R&B) Department for posting in the Electric Division, South Kashmir, Ovais Gani to the Electric Hospital Division, Kashmir, and Tafazul Ahmad Shah to the Housing and Urban Development Department for posting in the Srinagar Municipal Corporation.

Key postings in the Kashmir division include Nasir Ahmad Dagga (ED-Anantnag), Ashiq Hussain Dar (Handwara), Umar Imran Mir (Charar-i-Sharief), Safi-ul-Islam Mir (Sarnal-Bijbehara), Rashid Hussain Dar (Langate), Showkat Hassan (Pulwama), Nisar Ahmad Bhat (Wagoora), Imtiyaz Ahmad Sheikh (Ganderbal), Nazir Ahmad Ganai (Kangan) and Tariq Hussain Hakeem (Tangdar).

In the Jammu division, Vikram Gupta has been posted to Thathri, Sandeep Gupta to Bhalessa, Vivek Sharma to Katra, Vikas Sharma to Rajouri, Mini Gupta to Reasi, Fazal Ahmad to Sunderbani, Ajaz Ahmad (ST) to Rajouri and Naseer Ahmad (ALC) to Poonch.

The reshuffle also covers several serving In-charge Assistant Engineers. Among them, Sudhir Khajuria has been posted as AE (IT), Rajouri; Sudesh Kumar to Poonch; Mohd Farooq has been deputed to JKPDC; Ajeet Singh to Ramban; Sahil Kohli to SD-I, ED-I Jammu; Rakesh Bakshi to Kishtwar; Nitin Verma to Reasi; Lakhvinder Singh to Mendhar; Vishal Anand to Kishtwar; Priti Bala to Bari Brahmana; Sandeep Kohli to Basohli; Shinvani Koul to Udhampur; Sushil Kumar to JKPTCL Jammu; and Varun Sadotra to AE (IT), Doda.

The latest administrative exercise is aimed at ensuring the timely filling of operational vacancies and improving the functioning of the power sector across Jammu and Kashmir.
