Jammu and Kashmir Chief Secretary Atal Dulloo on Thursday reviewed the progress of key Information Technology (IT) and e-Governance projects being implemented across government departments in collaboration with the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N), directing officials to ensure their timely completion and effective delivery of citizen-centric services.
The high-level review meeting was attended by Commissioner Secretary, IT, Saurabh Bhagat; Special Director General, BISAG-N, Vinay Thakur; administrative secretaries, heads of departments, senior police officers, National Informatics Centre (NIC) representatives and other stakeholders.
The meeting assessed the status of ongoing digital initiatives, identified implementation bottlenecks and discussed measures to accelerate project execution.
Emphasising that digital transformation is central to governance reforms, Dulloo directed all departments to work in close coordination with BISAG-N to complete pending modules within stipulated timelines. He stressed that technology-driven interventions should focus on improving public service delivery, simplifying administrative procedures, ensuring transparency and enhancing citizen convenience.
The Chief Secretary also called for seamless integration of departmental databases, continuous monitoring of projects and greater adoption of emerging technologies, including Artificial Intelligence (AI), wherever feasible.
During the meeting, officials informed that the Finance Department’s AI-based GST Analytics and Fraud Detection Portal has significantly strengthened tax compliance through advanced data analytics. More than 4,300 notices have been issued based on the portal’s findings, resulting in substantial revenue recovery. The platform has also been upgraded with enhanced reporting modules and Action Taken Report (ATR) monitoring features.
The meeting reviewed the End-to-End Energy Tracking and Management System (EETMS) being implemented by the Power Development Department, which has entered the operational deployment phase with live dashboards, role-based access and Management Information System (MIS) reports across power sector corporations. Officials said the system will be further strengthened through automated alerts and future integration of AI and machine learning for demand forecasting and predictive maintenance.
The progress of the Integrated Mining Surveillance System (IMSS) was also reviewed. The geo-spatial platform uses satellite imagery to detect illegal mining and monitor mineral transportation. Officials informed that thousands of mineral transport vehicles have already been integrated with the system, enabling automated alerts and improved enforcement.
The Chief Secretary was also briefed on the JK e-Pathshala Educational Television Channel, which broadcasts curriculum-based educational content round the clock, enhancing access to quality learning resources, particularly for students in remote areas.
The Tourism Department presented the upgraded JK Tourism Web Portal and mobile application, featuring an AI-powered chatbot, itinerary planning, tourist information services, hotel and transport onboarding, and digital payment facilities aimed at improving the visitor experience.
The meeting also reviewed several digital initiatives of the Agriculture Production Department, including Kisan Khidmat Ghar, Kisan Sathi, Daksh Kisan and the JKCIP Portal, which are designed to improve scheme monitoring and provide technology-enabled services to farmers.
Dulloo directed the agencies managing the JK Samadhan grievance redressal platform to expedite pending improvements to enhance its effectiveness. The Revenue Department also presented updates on land records modernisation, including the digitisation of Jamabandis, workflow automation and mutation management systems.
Among the other projects reviewed were the Single Window System for Recruitment Rules, Unified Cooperative Dashboard, PMAY-Urban 2.0 Household Survey Application, Mission YUVA Mobile Application, JK SeHAT Mobile Application, District Good Governance Dashboard, Family ID Project, Industrial Mapping Application, Forest e-Behak System, Anganwadi GIS Tracking Platform and the PWD Digital Project Monitoring System.
Concluding the meeting, the Chief Secretary directed all departments to strengthen inter-departmental coordination, regularly monitor project progress and ensure the early operationalisation of pending digital governance initiatives across Jammu and Kashmir.
