The Jammu and Kashmir Government on Tuesday ordered a major reshuffle of the Jammu and Kashmir Administrative Service (JKAS), transferring and posting 136 officers across various departments, institutions and districts with immediate effect.
The General Administration Department (GAD), through Government Order No. 1463-JK(GAD) of 2026, issued on September 1, ordered a wide-ranging administrative realignment involving officers from senior positions to the Junior Scale of the JKAS.
Among the prominent changes, Shahbaz Ahmad Mirza, JKAS, Member of the J&K Special Tribunal, has been transferred and posted as Secretary, J&K Public Service Commission, against an available vacancy.
Khalid Majeed, JKAS, who was awaiting adjustment in the GAD, has been posted as Special Secretary to the Government, School Education Department, while Kanta Devi, JKAS, Regional Director, Survey and Land Records and ex-officio Settlement Officer, Jammu, has been appointed Special Secretary, Health and Medical Education Department.
Rajinder Singh, JKAS, Special Secretary, Agriculture Production Department, has been posted as Special Secretary, Department of Disaster Management, Relief, Rehabilitation and Reconstruction. Sanjay Gupta, JKAS, Additional Secretary, Mining Department, has been moved as Additional Secretary, Forest, Ecology and Environment Department.
At the district level, Amarjeet Singh, JKAS, Special Secretary, Hospitality and Protocol Department, has been posted as Additional District Development Commissioner, Poonch, while Gulzar Ahmad Bhat, JKAS, Administrator, Associated Hospitals, Srinagar, has been appointed Additional District Development Commissioner, Pulwama.
Ghulam Rasool, JKAS, Special Secretary, Revenue Department, has been posted as Additional District Development Commissioner, Kupwara, while Namrita Dogra, JKAS, Additional Commissioner, State Taxes (Administration and Enforcement), Jammu, has been appointed Regional Director, Survey and Land Records and ex-officio Settlement Officer, Jammu.
Several key appointments have also been made in tourism, sports and development institutions. Tazayun Mukhtar, JKAS, Chief Executive Officer, Urban Development Agency, Kashmir, has been posted as Secretary, J&K Sports Council. Basharat Hussain, JKAS, CEO/Secretary, J&K Khadi and Village Industries Board, has been appointed CEO, Tourism Development Authority, Rajouri.
Tariq Hussain, JKAS, CEO, Tourism Development Authority, Gulmarg, has been posted as Registrar-cum-Controller of Examinations, SKIMS, Soura, Srinagar, while Alyaz Ahmad Naisroo, JKAS, Deputy Commissioner, State Taxes (Appeals-II), Srinagar, has been appointed CEO, Tourism Development Authority, Gulmarg.
In another important change, Rajneesh Gupta, JKAS, Chief Operating Officer, Himayat, has been posted as Special Secretary, Hospitality and Protocol Department. Dr Fayaz Ahmad Banday, JKAS, Director, Command Area Development, Kashmir, has been posted as Director, Urban Local Bodies, Kashmir.
The reshuffle also affects the Revenue, Finance, Education, Health, Rural Development, Cooperatives, Food and Civil Supplies, Handicrafts, Handlooms, Social Welfare, Transport, Information Technology, Forest and Environment departments, among others.
Anil Salgotra, JKAS, Joint Chief Electoral Officer, has been posted as Joint Director, School Education, Jammu, while Gurdev Kumar, JKAS, Joint Director, School Education, Jammu, has been appointed Joint Chief Electoral Officer.
Mohammad Aslam, JKAS, Registrar-cum-Controller of Examinations, SKIMS, has been posted as General Manager, DIC Ganderbal, while Tariq Hussain has been moved to SKIMS.
The order also includes several postings involving Additional District Development Commissioners, Programme Officers, Project Officers, Assistant Commissioners Panchayat, Block Development Officers, Deputy Registrars and officers in district-level administrative institutions.
Among Junior Scale JKAS officers, a number have been transferred and their services placed at the disposal of departments including Finance, Social Welfare, Tourism, Industries and Commerce, Transport, Employment, Rural Development and Panchayati Raj, and Food, Civil Supplies and Consumer Affairs.
The government has also made several postings at the level of Under Secretary, Deputy Secretary and other administrative positions.
The orders cover officers posted across Jammu and Kashmir, including districts such as Doda, Kishtwar, Poonch, Rajouri, Kathua, Udhampur, Reasi, Samba, Ramban, Anantnag, Pulwama, Shopian, Kulgam, Budgam, Baramulla, Kupwara, Bandipora, Ganderbal and Srinagar.
The government has directed that the officers concerned shall be deemed to have been relieved from their respective places of posting with immediate effect.
In a separate order issued on Tuesday, Mir Afroz, who was awaiting orders of adjustment in the General Administration Department, has been posted as Member, J&K Special Tribunal, with immediate effect.
The extensive reshuffle represents one of the major administrative reorganisations of the JKAS in recent times, with the government reallocating officers across key policy, development, regulatory and district-level assignments.
