After years of delay, the ambitious Singhpora–Vailoo twin-tube tunnel project under the Sinthan Pass has moved a significant step closer to execution, with the National Highways and Infrastructure Development Corporation Limited (NHIDCL) inviting bids for the construction of a major section of National Highway-244 connecting the Chenab Valley with south Kashmir.

Estimated at Rs 3,567.51 crore, the project is envisaged as a transformative road infrastructure initiative that will provide a reliable, all-weather alternative to the existing route over Sinthan Top, which frequently becomes inaccessible during winter because of heavy snowfall and adverse weather conditions.

The project is expected to strengthen connectivity between Kishtwar and Anantnag, reduce dependence on a difficult high-altitude road corridor and create a more dependable route for the movement of people, goods and services between the two regions.

According to the Notice Inviting Bid issued by NHIDCL, the 38.611-km highway package will be executed under the Engineering, Procurement and Construction (EPC) mode. The stipulated construction period is 60 months, followed by a 120-month maintenance period.

The centrepiece of the project is the construction of two long road tunnel tubes beneath the mountainous terrain of the Sinthan Pass.

The project provides for a 10.331-km left tunnel tube and a 10.363-km right tunnel tube, making it one of the significant tunnel infrastructure projects planned along this strategically important corridor.

The twin-tube configuration is intended to provide a safer and more efficient road passage while allowing dedicated arrangements for emergency evacuation and incident management.

The tunnel will have a nine-metre carriageway, along with footpaths and dedicated emergency facilities.

The two tubes will be connected through cross-passages at intervals of approximately 500 metres, allowing pedestrians and emergency personnel to move between the tubes when required.

As per the project documents, 20 cross-passages have been proposed. Each cross-passage will measure approximately 6.1 metres in width and 18.5 metres in length.

The design reflects the challenges associated with constructing and operating a long road tunnel in a mountainous environment, where emergency response, ventilation, fire safety and traffic management are critical.

The highway package will connect Chhatroo in Kishtwar district with Vailoo in Anantnag district, creating a direct infrastructure link between the Chenab Valley and south Kashmir.

The eastern approach from Chhatroo to the tunnel portal will cover approximately 17.088 km, while the western approach towards Vailoo will extend for around 11.160 km, including the portal section.

The proposed eastern portal near Singhpora in Kishtwar district will be located at an elevation of approximately 2,243 metres.

The western portal at Gadole in Anantnag district will be situated at an elevation of around 2,404 metres.

Together, the tunnel and approach roads will form a major component of the Kishtwar–Vailoo–Khanabal section of NH-244.

One of the most important objectives of the project is to overcome the limitations of the existing Sinthan Top route.

The high-altitude route is vulnerable to heavy snowfall during winter, often resulting in prolonged disruptions in connectivity. Such closures can affect the movement of residents, transport operators, traders and visitors travelling between the Chenab Valley and Kashmir.

The proposed tunnel is expected to offer a more dependable alternative by allowing traffic to pass through the mountain rather than relying on a high-altitude road section exposed to severe winter weather.

For communities in Kishtwar and adjoining areas, improved connectivity could have implications extending beyond transportation. Reliable road access can facilitate the movement of agricultural and other local products, improve access to markets and services and make travel between the two regions easier.

For south Kashmir, the project could open an additional road connection towards the Chenab Valley and strengthen the wider highway network.

Given the length of the proposed tunnel, safety infrastructure forms a major component of the project.

The tunnel will be equipped with semi-transverse ventilation systems, designed to support air circulation and management inside the long underground corridor.

It will also have fire detection and firefighting systems, CCTV surveillance, emergency communication facilities, traffic-control systems, lighting, drainage and waterproofing arrangements.

Fire hydrants are proposed at intervals of approximately 250 metres. Hose connections and fire extinguishers will also be provided at shorter intervals.

The network of cross-passages between the two tunnel tubes is another important safety feature. In the event of an emergency, these passages are intended to facilitate evacuation and provide access for emergency personnel.

The combination of surveillance, communication, fire protection, ventilation and traffic-management systems is expected to allow the tunnel to operate as a modern road facility rather than simply as an underground passage.

The project is not limited to the twin tunnel tubes.

The highway package includes the construction and improvement of approach roads, bridges, viaducts, culverts, drainage systems, safety installations and other ancillary infrastructure.

A total of 21 major and minor bridges, viaducts and viaduct-cum-bridge structures have been proposed as part of the package.

Among them, the longest structure will be a 1,345-metre viaduct at design chainage 139+660.

The approach roads will be developed as two-lane highways with paved shoulders, providing improved standards of road geometry and safety.

The project documents also provide for extensive drainage infrastructure, including roadside and catch drains extending over approximately 26 km and 28 km, respectively.

Such arrangements are particularly important in the mountainous terrain of the Chenab Valley and south Kashmir, where heavy rainfall, snowfall, snowmelt and surface runoff can pose significant challenges to road infrastructure.

The tunnel has been proposed to comply with applicable Indian and international standards governing road tunnels, lighting and fire safety.

The project documents refer to relevant Indian Roads Congress (IRC) guidelines for road tunnels, CIE standards for tunnel lighting and National Fire Protection Association (NFPA) provisions relating to fire safety.

Compliance with these standards is intended to ensure that the tunnel incorporates modern approaches to structural safety, illumination, emergency management and fire protection.

The emphasis on safety will be particularly significant given the length of each tunnel tube and the difficult mountainous environment through which the road corridor will pass.

The Singhpora–Vailoo tunnel has been on the infrastructure agenda for several years.

The Vailoo–Singhpora tunnel project was approved in 2017 and reaffirmed in 2021, but its implementation has faced repeated delays.

The latest invitation of bids represents an important development for a project that has long been seen as critical to improving connectivity between the Chenab Valley and Kashmir.

The move from planning and approval towards the bidding and construction stage raises expectations that the long-awaited infrastructure link could finally progress on the ground.

The stipulated 60-month construction period means that, once work is awarded and construction begins, the project will require sustained activity over several years before the tunnel and associated highway infrastructure become operational.

The project could also have a major impact on tourism in both regions.

Kishtwar possesses a diverse landscape of mountains, forests, valleys and high-altitude destinations, while south Kashmir is home to several established tourism centres.

At present, difficult road conditions and seasonal closures can limit the ease with which visitors move between the two regions.

A reliable all-weather corridor could encourage more inter-regional travel, potentially allowing tourists to combine destinations in the Chenab Valley and Kashmir within the same journey.

Improved connectivity may also benefit local tourism entrepreneurs, transport operators, hotels, restaurants, guides and other businesses that depend on visitor movement.

The project could therefore contribute to the development of tourism circuits that connect the two sides of the Pir Panjal and surrounding mountainous areas.

Beyond tourism, the tunnel has the potential to strengthen commercial links.

Better road connectivity can reduce travel uncertainties and improve the movement of essential commodities and local products.

For communities in remote areas, dependable transportation is particularly important because economic activity often depends on access to larger markets.

The Chenab Valley has significant potential in sectors such as agriculture, horticulture, tourism and other local enterprises. Similarly, south Kashmir has an established economic base supported by agriculture, horticulture, trade and tourism.

A stronger road link between the two regions could facilitate greater interaction between these economic centres.

Reduced disruption during winter could also provide greater predictability for businesses and transport operators.

For residents living along the corridor, the project is expected to have significance beyond large-scale infrastructure.

Improved road connectivity can make access to healthcare, education, government services, markets and employment opportunities easier, particularly for communities located in remote and mountainous areas.

All-weather connectivity is especially important during the winter months, when road closures can isolate high-altitude settlements and make emergency travel difficult.
