Examiner Bureau | Srinagar:
The Jammu and Kashmir Government has dismissed Fozia Afzal, a Multi-Tasking Staff (MTS) employee formerly posted in the office of the Assistant Commissioner Nazool, Srinagar, after an official inquiry found charges of issuing fictitious allotment orders and misusing her official position proved.
The dismissal also disqualifies her from future government employment in Jammu and Kashmir, according to Order No. 222-FC (Rev) of 2026, issued by the Financial Commissioner (Revenue) on October 18.
The case originated from complaints by two Srinagar residents, Smarti Rito of Sonwar and Moonina Rito of Rampora Chattabal, who alleged that Afzal had taken Rs 2 lakh and Rs 50,000 from them, respectively, on the promise of allotting five marlas of land each at Tengpora, Bemina, and Shop No. 8 at Jahangir Chowk.
According to the order, the inquiry found that the allotment orders provided to the complainants appeared to bear forged signatures and stamps. The signatures on the documents reportedly differed from those of the Additional Deputy Commissioner, Srinagar. Statements by the complainants and the money trail also indicated financial transactions between them and Afzal.
The inquiry officer concluded that the evidence pointed to the issuance of fictitious allotment orders for dishonest financial gain. The report was submitted on October 14, 2023, after which the Deputy Commissioner, Srinagar, endorsed the recommendation for action.
Afzal was placed under suspension on June 8, 2021, and served a charge sheet on June 12 of the same year. The matter was also referred to the Crime Branch, Kashmir, for inquiry and registration of an FIR, the order stated.
The order further noted that Afzal was being investigated in a separate case, FIR No. 10/2023, registered at Chanapora Police Station under Section 420 of the Indian Penal Code. The case concerns allegations of issuing fake appointment orders to 27 individuals for the posts of Junior Assistants in the Deputy Commissioner’s office. The case was challaned in court on December 28, 2023.
The Financial Commissioner (Revenue) said the dismissal decision was taken after examining the inquiry report and relevant records, including the money trail. The penalty was imposed under Rule 30 of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, read with Article 311(2) of the Constitution of India.
