arThe School Education Department Jammu and Kashmir has sanctioned the delegation of Drawing and Disbursing (D&D) powers for six headless institutions and offices, ensuring smooth financial operations until regular arrangements are made.
As per Government Order No. 161-JK (Edu) of 2026 issued on April 23, the powers have been assigned to designated officers listed in Annexure-A of the order. The directive has been issued by the Commissioner/Secretary to the Government, School Education Department.
The order clearly states that the delegated authority is strictly limited to drawing and disbursing functions and must not be used for any other purpose.
According to the allocation, DIET Banihal (Ramban) has been placed under the Principal of DIET Kulgam, while DIET Poonch has been assigned to Mohd Shabir, Associate Professor at SCERT Divisional Office Jammu. DIET Beerwah (Budgam) has been entrusted to an Assistant Professor from SCERT Central, Jammu and Kashmir.
In addition, administrative charge for Headmaster HS Chak Jaffer (Jammu) has been assigned to the Headmaster HS Burj Mandir, while HS Gurah Brahmana (Jammu) has been placed under the Principal of HSS Paloura. HS Tanda Kangri (Rajouri) has been assigned to the Principal of HSS Bajabain.
The department has directed all concerned officers to strictly adhere to existing rules and maintain proper financial records in accordance with the General Financial Rules (GFR-2017), ensuring transparency and accountability in functioning.
