The Union Public Service Commission (UPSC) will convene a crucial Selection Committee meeting in New Delhi on August 3 to consider the induction of eligible Jammu and Kashmir Police Service (JKPS) officers into the Indian Police Service (IPS) under the promotion quota. The meeting is expected to fill eight IPS vacancies identified by the Union Ministry of Home Affairs (MHA), marking another significant step in addressing long-pending promotions within the Jammu and Kashmir Police.
According to official sources, the Selection Committee meeting will be chaired by a UPSC Member and attended by senior representatives of the Jammu and Kashmir administration and the Ministry of Home Affairs. The Jammu and Kashmir delegation is expected to include Chief Secretary Atal Dulloo, Director General of Police (DGP) Nalin Prabhat, Home Secretary Chandraker Bharti, senior police officers, civil administration officials, and MHA representatives.
Sources said all mandatory formalities required for the induction process have been completed. These include vigilance and integrity clearances, No Objection Certificates (NOCs), verification by the Anti-Corruption Bureau (ACB), and certification that no disciplinary or criminal proceedings are pending against the officers proposed for consideration.
Eight Vacancies Across Three Select Lists
Official sources said the proposed inductions relate to the IPS Select Lists of 2021, 2023 and 2024. Of the eight vacancies, five pertain to the 2021 Select List, two to the 2023 Select List, and one to the 2024 Select List. No vacancy has been notified for the 2022 Select List.
The five vacancies earmarked for the 2021 Select List also include carried-forward posts from the unfilled Select Lists between 2015 and 2020, reflecting efforts to clear the backlog created over several years due to legal and administrative delays.
Officials said officers selected for induction will be allocated IPS batches corresponding to the vacancy year in accordance with the Indian Police Service (Appointment by Promotion) Regulations and the applicable seniority rules.
Career Advancement for Senior JKPS Officers
The proposed inductions are expected to provide long-awaited career progression to several senior JKPS officers who have remained in the rank of Senior Superintendent of Police (SSP) owing to delays in the promotion process.
Under the existing service structure, officers who are not inducted into the IPS are ineligible for promotion to senior leadership positions such as Deputy Inspector General (DIG) and above. As a result, many officers have retired without reaching higher command appointments despite years of service and experience.
Clearing a Decade-Long Backlog
According to official figures, nearly 44 JKPS officers have been inducted into the IPS during the past three-and-a-half years, significantly reducing the backlog in promotions. Before this, no inductions were carried out between 2011 and 2021 due to prolonged litigation and administrative hurdles, resulting in a decade-long stagnation in the promotion quota.
Under the existing IPS cadre structure, 67 per cent of IPS posts are filled through direct recruitment by the UPSC, while the remaining 33 per cent are reserved for promotion from the State Police Service. The Jammu and Kashmir IPS cadre also provides six DIG-equivalent and two Inspector General (IG)-equivalent posts for promoted JKPS officers who meet the prescribed eligibility criteria.
Significant Milestone
The August 3 UPSC Selection Committee meeting is expected to be a significant milestone in filling pending promotion quota vacancies, strengthening the senior leadership of the Jammu and Kashmir Police, and providing long-awaited career advancement opportunities to eligible JKPS officers.
If approved, the inductions will further streamline the promotion process within the force while reinforcing the leadership structure of the Union Territory’s police organisation.
