The Jammu and Kashmir Government has ordered a major police reshuffle involving 100 IPS and Jammu and Kashmir Police Service (JKPS) officers across the Union Territory, effecting changes in the leadership of several district police establishments, specialised wings, training institutions and armed police battalions.
The transfers and postings have been ordered with immediate effect through Government Order No. 499-Home of 2026, issued by the Home Department on October 9, in the interest of administration.
Among the key changes, Danesh Rana, IPS, has been appointed Managing Director of the J&K Police Housing Corporation, while Garib Dass, IPS, has been posted as ADG Homeguards, Civil Defence and SDRF. Rayees Mohammad Bhat, IPS, has been transferred as DIG CID Headquarters, J&K.
The extensive reshuffle covers the Crime Investigation Department (CID), Traffic Police, Railways, Security, Special Operations Group, Anti-Narcotics Task Force (ANTF), Civil Defence, SDRF, police training institutions and Jammu and Kashmir Armed Police battalions.
Danesh Rana, IPS (AGMUT: 1996), who was awaiting posting, has been appointed Managing Director of the J&K Police Housing Corporation, relieving S.J.M. Gillani, IPS, of the additional charge.
Garib Dass, IPS (AGMUT: 1997), Director of the Sher-i-Kashmir Police Academy (SKPA), Udhampur, has been posted as ADG Homeguards, Civil Defence and SDRF against an available vacancy. Dr Mohd Haseeb Mughal, IPS (AGMUT: 2009), has been appointed Director, SKPA Udhampur, in his place.
Abdul Jabbar, IPS (AGMUT: 2008), has been appointed IG Armed Police, Jammu, while Shahid Mehraj Rather, IPS (AGMUT: 2009), has been posted as IG Technical Services, J&K. Rather will continue to hold the additional charge of Director, Police Telecommunications, until further orders.
Rayees Mohammad Bhat, IPS (AGMUT: 2010), has been transferred from DIG CID Kashmir to DIG CID Headquarters, J&K.
Shiv Kumar Sharma, IPS (AGMUT: 2011), DIG Udhampur-Reasi Range, has been posted as DIG Railways, replacing Zahid Naseem Manhas, IPS. Swarn Singh Kotwal, IPS (AGMUT: 2012), Director SSF, J&K, has been appointed DIG Udhampur-Reasi Range, while Manhas has been posted as DIG Armed Police, Jammu.
The reshuffle also brings changes in several district police establishments.
Sudhanshu Dhama, IPS (AGMUT: 2016), SSP Ganderbal, has been transferred as SSP Kupwara, replacing Syed Al Tahir Gilani, IPS. Harshal Rajesh Mahajan, IPS (AGMUT: 2022), Additional SP Baramulla, has been appointed SSP Ganderbal.
Vaibhav Meena, IPS (AGMUT: 2022), SP South Jammu, has been posted as SSP Poonch, while Neha Jain, IPS (AGMUT: 2022), SP East Srinagar, has been appointed SSP Sopore.
Anna Sinha, IPS (AGMUT: 2022), SP Headquarters Jammu, has been posted as SSP Ramban. K M Priyanka, IPS (AGMUT: 2021), has been appointed SSP Traffic National Highway.
In other changes, Tikam Singh Verma, IPS (AGMUT: 2020), has been appointed Commandant, 16 JKAP IR, while Aijaz Ahmad Bhat, IPS (AGMUT: 2013), SSP Traffic City Srinagar, has been posted as Commandant, 23 JKAP IR.
Bisma Qazi, IPS (AGMUT: 2017), has been appointed SSP Traffic City Srinagar, replacing Bhat, while Vishnu Kumar, IPS (AGMUT: 2019), has been posted as SSP Technical CID Headquarters.
Hareesh H.P., IPS (AGMUT: 2017), AIG Welfare, Police Headquarters, has been appointed Director SSF, replacing Swarn Singh Kotwal. Arshi Aadil, IPS (AGMUT: 2019), has been appointed Commandant, 1 JKAP Women.
Several JKPS officers have also been reassigned to district police units, armed police battalions and specialised formations.
Imtiyaz Hussain Mir, JKPS (1999), Director Civil Defence and SDRF Kashmir, has been appointed Director, CTC Lethpora. Shailender Singh, JKPS (1999), SSP Railways Jammu, has been posted as Director Civil Defence and SDRF Kashmir.
Shoket Hussain, JKPS (1999), SSP PCR Srinagar, has been appointed AIG Welfare at Police Headquarters, while Syed Al Tahir Gilani, JKPS (2002), has been posted as SSP PCR Kashmir.
Wasim Qadri, JKPS (2001), SSP Railways Kashmir, has been appointed SSP Security Kashmir, while Mohd Yousuf, JKPS (2001), SSP Security Civil Secretariat, has been posted as SSP Railways Kashmir.
Other changes include the posting of Tahir Saleem Khan, JKPS (2001), from SSP Handwara to SSP Bandipora, and Sajad Khaliq Bhat, JKPS (2004), from SSP Security Kashmir to SSP Handwara.
Ajaz Ahmed Zargar, JKPS (2004), SSP Bandipora, has been appointed SSP A CID Headquarters, while Master Popsy, JKPS (2004), SSP A CID Headquarters, has been posted as SSP Rural Traffic Jammu.
Mohd Anwar-ul-Haq, JKPS (2004), SSP ANTF J&K, has been appointed Staff Officer to IG Crime, while Anand Kumar Mishra, IPS, has been posted as SSP ANTF J&K.
The order also provides for changes in the leadership of police training institutions, CID units, traffic formations and armed police battalions, with several officers posted against available vacancies.
The government order also covers postings of Additional Superintendents of Police, Deputy Commandants and other officers across Jammu and Kashmir, including changes in Jammu, Srinagar, Baramulla, Ganderbal, Poonch, Ramban, Udhampur, Rajouri, Samba, Kishtwar and other districts.
The order has been issued in the name of the Lieutenant Governor and signed by Chandraker Bharti, IAS, Financial Commissioner/Additional Chief Secretary, Home Department, on October 9, 2026.
All transfers and postings have been ordered with immediate effect.
