Examiner Bureau | Srinagar:

The Directorate of School Education Kashmir (DSEK) has issued a pre-termination notice to Gowhar Shabir Wani, a resident of Sogam in Kupwara district and a teacher posted at BMS Sogam in the Sogam education zone, over his alleged prolonged absence from duty.

According to the notice dated October 19, 2026, the Chief Education Officer (CEO), Kupwara, had referred the case to the directorate on June 9, 2025, along with relevant documents concerning the teacher’s alleged unauthorised absence.

The directorate stated that the teacher had been served three show-cause notices by the Zonal Education Officer (ZEO), Sogam, on August 23, 2024, March 20, 2025, and May 3, 2025, with the last notice being a final warning.

However, according to the notice, the teacher neither resumed his duties nor submitted a satisfactory explanation in response to the notices.

The matter was subsequently examined by a designated committee during its meeting on August 17, 2026. The committee recommended the issuance of a pre-termination notice, the directorate stated.

Citing Article 128 of the Jammu and Kashmir Civil Services Regulations, Volume I, of 1956, the directorate referred to the provision under which absence without leave, or continued absence after the expiry of sanctioned leave, may result in the loss of appointment.

Wani has been given 15 days from the date of the notice to submit his response and explain his position.

The directorate has warned that failure to respond within the stipulated period would be construed as an indication that he has nothing to submit in his defence. Further action may then be initiated under the applicable rules without issuing any additional notice.
