Canada Flags Khalistani Extremists as Security Threat, Warns of Misuse of Institutions

Canadian Security Intelligence Service report links small network to funding and promoting violent agenda; distinguishes from peaceful advocacy

Canada’s intelligence agency, the Canadian Security Intelligence Service (CSIS), has identified Khalistani extremists as a national security threat, warning that a small group is using Canadian institutions to promote what it describes as a “violent extremist agenda.”

In its 2025 Public Report, CSIS stated that the activities of Canada-based Khalistani extremists continue to pose risks to both Canada and its interests abroad. The agency noted that certain individuals linked to the network are leveraging institutional platforms to spread extremist messaging and raise funds, which are allegedly diverted towards violent activities.

“Some individuals are well connected to Canadian citizens who leverage institutions to promote their violent extremist agenda and collect funds from unsuspecting community members,” the report said.

The assessment clarified that only a limited number of individuals are involved in such activities. “A small group uses Canada as a base to promote, fundraise or plan violence, primarily in India,” the report noted, while emphasising that non-violent advocacy for a separate Khalistan state does not constitute extremism.

Khalistani extremist groups, which seek the creation of a separate Sikh homeland in India, are designated as terrorist organisations by New Delhi due to their involvement in separatist violence.

The report also referenced the 1985 bombing of Air India Flight 182 bombing, the deadliest terrorist attack in Canada’s history, which claimed 329 lives, most of them Canadian citizens. Individuals linked to Khalistani extremist networks were cited in connection with the attack.

The findings come against the backdrop of strained diplomatic relations between Canada and India. Ties had deteriorated in 2023 after then Prime Minister Justin Trudeau alleged a possible Indian link to the killing of Sikh separatist Hardeep Singh Nijjar—claims that India strongly rejected.

Since Mark Carney assumed office, both countries have been working to stabilise relations and restore diplomatic engagement on key issues.
