Centre Clarifies Applicability of School Management Committee Guidelines 2026

Unaided Minority and Special Category Schools Exempted Under RTE Provisions, Says Education Ministry

The Ministry of Education has clarified the applicability of the School Management Committee (SMC) Guidelines 2026, stating that certain categories of schools covered under Section 2(n)(iv) of the Right to Education (RTE) Act, 2009 will remain outside the ambit of the guidelines, provided they do not receive any financial aid or grants from the government or local authorities.

The Ministry had launched the School Management Committee Guidelines 2026 on May 6 with the objective of strengthening community participation in school education and promoting decentralized and participatory school governance. The guidelines aim to improve the functioning of schools by creating a more supportive, inclusive and effective learning environment centred on the best interests of children.

According to the Ministry, the initiative also seeks to promote community ownership of schools by bringing together all stakeholders on a common platform.

Following representations and concerns raised by certain sections regarding the applicability of the guidelines to differently managed schools in the context of Section 21 of the RTE Act, the Ministry issued a clarification on May 20 to all States and Union Territories.

The communication stated that schools mentioned under Section 2(n)(iv) of the RTE Act, 2009 would not be covered by the guidelines if they have not received any aid or grants from the appropriate government or local authority to meet their expenses.

However, the Ministry encouraged such institutions to voluntarily constitute School Management Committees to promote greater transparency, accountability and participatory governance.

Emphasizing the importance of collaborative efforts in education, the Ministry said that strengthening coordination among governments, schools, parents and local communities remains essential for improving school functioning and ensuring better learning outcomes for children.
