Centre Notifies IAS Promotion Select Lists for 23 J&K Civil Service Officers

Eighteen officers included in 2019 list and five in 2020 list for induction into IAS under promotion quota

The Government of India has notified the Select Lists of State Civil Service (SCS) officers of the Union Territory of Jammu and Kashmir for induction into the Indian Administrative Service (IAS) under the promotion quota for the 2019 and 2020 selection years.

The notification was issued on August 28, 2026, by the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training (DoPT), under the provisions of the Indian Administrative Service (Recruitment) Rules, 1954, read with the IAS (Appointment by Promotion) Regulations, 1955.

The Select List for 2019, prepared against vacancies that arose between January 1 and December 31, 2019, comprises 18 officers belonging to the J&K segment of the State Civil Service.

The officers included in the 2019 Select List are Babila Rakwal, Anil Koul, Shabnam Shah Karnili, Dr Ghulam Nabi Itco, Rachna Sharma, Leela Padha, Kusum Badyal, Vivek Sharma, Rajinder Singh Tara, Tariq Hussain Ganai, Munir-ul-Islam, Mohammad Harun Malik, Nisar Ahmad Wani, Jatinder Singh, Sajjad Hussain Ganai, Anoo Malhotra, Shamim Ahmad and Nitu Gupta.

For the 2020 selection year, the Select List comprises five officers against vacancies arising between January 1 and December 31, 2020. They are Nisar Ahmad Wani, Prediman Krishan Bhat, Tariq Ahmad Zargar, Bhawani Rakwal and Smita Sethi.

The notification states that both Select Lists were prepared on April 24, 2026, under Regulation 5(5) of the IAS (Appointment by Promotion) Regulations, 1955.

The lists were subsequently approved on August 3, 2026, under Regulation 7(2), for filling promotion-quota vacancies in the AGMUT cadre of the IAS under the State Civil Service category.

The notification also contains a specific provision concerning Nisar Ahmad Wani. His name has been included provisionally in the 2019 Select List, subject to the grant of an Integrity Certificate by the Government of Jammu and Kashmir.

His inclusion in the 2020 Select List is likewise provisional and subject to fulfilment of the same requirement.

The Centre has further clarified that the name of one officer has been included in the 2020 Select List in addition to the normal permissible size of the list.

According to the notification, the inclusion has been made in accordance with the second proviso to Regulation 5(5) of the IAS (Appointment by Promotion) Regulations, 1955.

The notification marks an important administrative milestone for eligible J&K State Civil Service officers awaiting induction into the IAS through the promotion quota.

The appointments will add experienced officers from the J&K civil administration to the AGMUT cadre, subject to the fulfilment of applicable statutory and procedural requirements.
