The Jammu and Kashmir Finance Department has ordered the transfer and posting of two Accounts Officers, including the assignment of additional charge of Chief Accounts Officer at the Islamic University of Science and Technology (IUST), Awantipora, with immediate effect.
According to Government Order No. 268-F of 2026, issued by the Finance Department, Muzaffer Ahmad Rather, Chief Accounts Officer, District Fund Office, Kulgam, has been entrusted with the additional charge of Chief Accounts Officer, IUST Awantipora, alongside his existing responsibilities.
Rather has also been authorised to exercise the powers of Drawing and Disbursing Officer (DDO) of IUST in respect of grants-in-aid received by the university, as well as funds received from other sources.
Meanwhile, Gulzar Ahmad Parray, Accounts Officer at IUST Awantipora, has been transferred and posted as Accounts Officer, Verinag Tourism Development Authority.
The order also relieves Mohd Yousuf Najar of the additional charge of Accounts Officer at the Verinag Tourism Development Authority.
The Finance Department said the transfers and postings have been made in the interest of administration and shall take effect immediately.
The order was issued by Shailendra Kumar, IAS, Financial Commissioner (Additional Chief Secretary), Finance Department, on August 31.
The concerned authorities have been directed to provide the officers with the necessary facilities and assistance to enable them to discharge their assigned responsibilities effectively.
