The Jammu and Kashmir Government has approved the placement of three Section Officers of the J&K Secretariat (Subordinate) Service as Incharge Under Secretaries on a stop-gap basis, according to an order issued by the General Administration Department (GAD).
As per Government Order No. 1479-JK(GAD) of 2026, dated September 3, Bashir Ahmad Rather, Javeed Sidiq and Ravi Kumar have been placed as Incharge Under Secretaries.
The arrangement will remain effective for six months or until the available vacancies in the Under Secretaries cadre of the J&K Secretariat (Gazetted) Service-I are filled on a regular basis, whichever is earlier.
The officers will continue to draw their existing pay and grade and will be entitled to charge allowance as admissible under the applicable rules.
The GAD has clarified that the arrangement is purely temporary and will not confer any preferential right on the officers to hold the posts on a substantive basis or claim promotion.
Their regular promotion will be considered strictly in accordance with the extant rules, while the placement will also remain subject to the outcome of any writ petition pending before the competent courts.
Following the placement, the three officers will continue at their present places of posting until further orders.
