NIA Files Supplementary Chargesheet Against Hafiz Saeed in Pahalgam Terror Attack Case

Pakistan-based LeT chief charged with conspiracy, waging war against India and terror offences in April 2025 attack that claimed 26 lives

The National Investigation Agency (NIA) on Monday filed a supplementary chargesheet against Pakistan-based terrorist Hafiz Saeed in connection with the April 22, 2025, Pahalgam terror attack case.

The supplementary chargesheet was filed before the NIA Special Court in Jammu. According to the agency, Saeed has been chargesheeted both in his individual capacity and as the chief of the banned Lashkar-e-Taiba (LeT) and its proxy outfit, The Resistance Front (TRF).

The NIA said Saeed has been booked under various provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act, 1967. The charges include criminal conspiracy, terror-related offences and waging war against India as part of an alleged cross-border conspiracy.

According to the agency, the supplementary chargesheet forms part of its ongoing investigation and builds upon the original 1,597-page chargesheet. It outlines Pakistan’s alleged role in the conspiracy, Hafiz Saeed’s involvement in the attack and the evidence collected through scientific analysis and extensive field investigation.

Earlier, on December 15, 2025, the NIA had chargesheeted alleged Pakistani terror handler Sajid Jatt, three terrorists killed by security forces during Operation Mahadev in July 2025, and two arrested accused. The agency had also named the banned LeT and TRF as entities allegedly involved in planning, facilitating and executing the Pahalgam terror attack.

The attack took place on April 22, 2025, in Pahalgam, Jammu and Kashmir, when, according to the NIA, Pakistan-sponsored terrorists carried out religion-based targeted killings. Twenty-five tourists and one local civilian were killed in the attack.

The case was initially registered as FIR No. 25/2025 at Police Station Pahalgam in Anantnag district. Following a preliminary investigation by the Jammu and Kashmir Police, the Ministry of Home Affairs transferred the probe to the NIA.

The agency said investigations are continuing to uncover the full extent of the alleged cross-border conspiracy behind the attack.

The NIA also noted that Hafiz Saeed has been linked to several major terror attacks in India, including the 2000 Red Fort attack, the 2008 Rampur CRPF camp attack, the 26/11 Mumbai terror attacks that claimed 166 lives, and the 2015 attack on a Border Security Force (BSF) convoy at Udhampur, as cited in the Ministry of Home Affairs’ 2019 notification.
