The Pakistan Army has directed its officers and personnel to discontinue the use of WhatsApp for official communication and gradually transition to the Chinese messaging platform WeChat, citing concerns over surveillance, data security and the potential hacking of official conversations.
According to a military directive, WhatsApp has been assessed as posing a higher risk of surveillance, data leaks and cyber intrusions. As a result, personnel have been instructed to move official communication to WeChat as part of efforts to strengthen the security of military communications.
The move reflects Pakistan’s increasing emphasis on safeguarding sensitive communications amid growing cybersecurity threats.
Security Concerns Drive Shift
Military authorities believe the transition to WeChat will help reduce vulnerabilities associated with digital communication and provide a more secure platform for official exchanges.
The directive specifically cites concerns that official conversations conducted through WhatsApp could be susceptible to surveillance, unauthorised access and data breaches.
China-Pakistan Defence Cooperation
The decision also comes against the backdrop of expanding strategic and defence cooperation between Pakistan and China.
Traditionally centred on defence equipment and military hardware, bilateral cooperation has increasingly extended into areas such as cybersecurity, digital communications and intelligence sharing.
Analysts say the adoption of a common communication platform could facilitate coordination during joint military exercises, border management discussions and other areas of bilateral defence cooperation.
Why WeChat?
Developed by Chinese technology company Tencent, WeChat is China’s largest multipurpose digital platform. In addition to instant messaging, it offers voice and video calling, file sharing, social networking and digital payment services, making it one of the world’s most widely used “super apps.”
Contrast with India’s Policy
Pakistan’s decision contrasts sharply with India’s approach to Chinese digital applications.
In June 2020, the Government of India banned WeChat along with 59 other Chinese mobile applications, citing national security concerns and alleging that the apps collected and transmitted user data outside the country.
While India restricted the platform on security grounds, Pakistan’s military has now designated WeChat as its preferred platform for official internal communication, reflecting the differing cybersecurity and strategic priorities of the two neighbouring countries.
