The Anti-Corruption Bureau (ACB) has registered a case against a former Assistant Commissioner (Revenue), Jammu, and four private beneficiaries over alleged irregularities in granting permissions for the transfer of land recorded as “Gair Mumkin Khad”, officials said.
The FIR, registered as No. 12/2026 at Police Station ACB Central, Jammu, was filed following the outcome of a preliminary inquiry conducted by the bureau.
According to the ACB, Nisar Ahmad Shad, who served as Assistant Commissioner (Revenue), Jammu, from May 23 to July 11, 2018, allegedly abused his official position by granting nine permissions for the alienation or transfer of Gair Mumkin Khad land in the Chowadi and Deeli areas of Jammu.
The bureau alleged that the permissions were issued in violation of applicable revenue laws, government orders and directions of the High Court concerning land classified as Gair Mumkin Khad.
The preliminary inquiry also found that the permissions were purportedly issued with the approval of the Deputy Commissioner, Jammu.
However, the ACB said verification with the office of the Deputy Commissioner found no record of such approval, including any corresponding note sheet or formal delegation order.
Based on the findings of the preliminary inquiry, the bureau has registered the case against the former revenue officer and four private beneficiaries.
The accused have been booked under Section 5(1)(d) read with Section 5(2) of the J&K Prevention of Corruption Act, Svt. 2006, along with Sections 120-B, 467, 468 and 471 of the Ranbir Penal Code (RPC).
The ACB has initiated further investigation into the alleged irregularities and the role of the accused.
