Rural infrastructure, women’s empowerment and agriculture-led development in Jammu and Kashmir received a significant boost as Union Minister for Agriculture & Farmers’ Welfare and Rural Development Shivraj Singh Chouhan handed over sanction letters for projects approved under Pradhan Mantri Gram Sadak Yojana (PMGSY)-IV (Batch-II) to Chief Minister Omar Abdullah at a programme held at SKICC, Srinagar.
In addition, a Mother Sanction exceeding ₹4,568.23 crore was released under the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM) for 24 States and Union Territories, aimed at strengthening women Self-Help Groups and rural livelihoods.
Addressing the gathering, Chouhan said the Centre’s vision goes beyond infrastructure creation, emphasizing inclusive development and stronger rural connectivity. He highlighted that Jammu and Kashmir has been prioritised under PMGSY-IV, with road projects worth nearly ₹8,000 crore approved within a year, describing it as a landmark achievement.
He stressed that improved road connectivity will not only link remote habitations but also enhance access to education, healthcare, markets and employment opportunities. “The aim is to connect every village and bring development to the doorstep of people,” he said.
On women’s empowerment, the Union Minister underlined the importance of Self-Help Groups, stating that the initiative is aimed at transforming rural women into financially independent entrepreneurs. During the event, beneficiaries under the “Lakhpati Didi” initiative were also felicitated.
Highlighting agricultural challenges in the region, including small landholdings and difficult terrain, Chouhan announced that a team of scientists from the Indian Council of Agricultural Research will be deputed to Jammu and Kashmir to develop a comprehensive roadmap for sustainable and climate-resilient farming. He also advocated integrated farming practices to enhance farmers’ income through allied sectors such as animal husbandry, fisheries and beekeeping.
Chief Minister Omar Abdullah, in his address, welcomed the Union Minister and described the approvals as a major step forward in strengthening rural infrastructure. He said the scale of investment reflects strong support from the Centre and assured timely and effective implementation of the projects.
Abdullah noted that road connectivity is crucial for Jammu and Kashmir’s geographically challenging terrain and scattered population, adding that earlier phases of PMGSY have already transformed access to essential services in remote areas. He said the government remains committed to ensuring that the newly approved projects translate into tangible benefits for rural communities, farmers and women across the Union Territory.
