J&K Health Department Orders Inquiry Into Alleged Service Book Tampering, Fake Salary Withdrawals in Darhal

Three-member panel to audit payroll records, service books and financial transactions at BMO Darhal office and fix responsibility for any established irregularities

The Jammu and Kashmir Health and Medical Education Department has constituted an Inquiry-cum-Audit Committee to investigate alleged tampering of Service Books and financial irregularities, including suspected withdrawals of salaries in the names of fake employees, at the office of the Block Medical Officer (BMO), Darhal.

The committee has been directed to conduct a detailed inquiry and audit of payroll records, Service Books and other financial documents relating to officers and officials associated with the BMO office during the relevant period. It will also examine allegations of unauthorised financial transactions and determine responsibility wherever lapses, irregularities or embezzlement are established.

The committee was constituted through Government Order No. 640-JK(HME) of 2026, dated August 20, 2026.

As per the order, Liaqet Mehmood, Chief Accounts Officer, Government Medical College (GMC), Rajouri, has been appointed Chairman of the committee.

Gulzar Hussain, Assistant Director (P&S), GMC Rajouri, has been nominated as a member, while Shafat Ul Rehman, Assistant Accounts Officer, GMC Rajouri, has been designated as Member/Presenting Officer.

The committee has been entrusted with examining financial and service-related records to establish the facts and identify any procedural or financial violations.

Under its terms of reference, the panel will scrutinise payroll records, pay bills, vouchers and other financial documents maintained in connection with the BMO Darhal office.

It will also verify the Service Books of all concerned officers and officials, with particular attention to entries relating to appointments, promotions, increments, leave and pay fixation.

The committee has been directed to assess whether the relevant records comply with the J&K Civil Services Regulations, Financial Code and other rules governing pay and allowances.

It will identify any deviations, irregularities or unauthorised financial transactions and recommend action against those found responsible.

A specific component of the inquiry will focus on Point No. 12 of a representation, which has alleged illegal withdrawal of salaries in the names of fake employees involving amounts ranging from Rs 1 lakh to Rs 60 lakh.

The allegations mentioned in the representation concern Mohd Pervaiz, Senior Assistant; Tasawar Hussain, Junior Assistant; and Babar Hussain, Junior Assistant.

The committee will examine the relevant records and establish the factual position regarding the allegations.

The inquiry will also examine the complete factual, administrative and legal background surrounding Order No. DHSJ/Acctts/10561-62 dated October 11, 2021, issued by the Director Health Services, Jammu.

The order had invoked Rule 31(3) of the J&K Civil Services (Classification, Control & Appeal) Rules, 1956, in connection with the reinstatement of the officials named in the representation.

The panel will further examine the basis on which their period of suspension was treated as “on duty” through Order No. CMOR/Est-VII/2021-22/2268-71 dated June 19, 2021.

The committee has been authorised to recommend disciplinary proceedings under the J&K Civil Services (Classification, Control & Appeal) Rules, 1956, wherever warranted by the findings of the inquiry.

It has also been instructed to maintain a proper record of all documents examined during the proceedings and attach certified copies of relevant documents to its final report.

The exercise is aimed at establishing whether financial or administrative violations occurred, identifying the officials responsible, and recommending appropriate action wherever the allegations are substantiated.

The constitution of the committee comes amid allegations concerning financial and service-record irregularities at the BMO Darhal office, with the detailed audit expected to determine the factual and financial position based on official records.
