Fourteen serving officers of the Jammu and Kashmir Administrative Service (JKAS) have been cleared for induction into the Indian Administrative Service (IAS), marking a significant step towards reviving the long-pending process of inducting eligible JKAS officers into the premier All India Service.
The formal notification is expected to be issued after completion of the mandatory consent process, with the Ministry of Home Affairs (MHA) and the Department of Personnel and Training (DoPT) seeking consent letters from all 14 officers.
The development follows a meeting of the Union Public Service Commission (UPSC) held in New Delhi on April 23 and 24, 2026, during which proposals for the induction of eligible JKAS officers against identified IAS vacancies were considered.
The officers cleared for induction are:

Officials said submission of consent is a mandatory procedural requirement, as officers are entitled to exercise the option of declining induction into the IAS.
Once the consent letters are received, the General Administration Department (GAD) is expected to forward the cases to the MHA and DoPT for issuance of the formal induction notification and allotment of the respective induction years.
According to sources, a total of 23 vacancies had been identified for induction of JKAS officers into the IAS. However, nine vacancies pertaining to JKAS officers who have since retired will be carried forward to the following year.
A majority of the 14 officers cleared in the latest exercise have reportedly been considered against 2019 vacancies, while the remaining cases relate to vacancies of 2020.
Following their induction, the officers will be allocated the AGMUT cadre, which covers Arunachal Pradesh-Goa-Mizoram-Union Territories and includes Jammu and Kashmir.
The latest clearance assumes significance as it comes nearly four years after the previous major induction of JKAS officers into the IAS.
On August 4, 2022, a total of 16 JKAS officers were inducted into the All India Service.
The process has remained stalled for several years amid seniority disputes, legal challenges and other procedural complications. In July 2022, as many as 28 JKAS officers were initially cleared. However, a number of cases were subsequently affected by retirements, refusal of induction, death and other pending issues.
The latest clearance of 14 serving officers is therefore expected to provide fresh momentum to the induction process and help address vacancies that have remained pending for several years.
The current exercise will now move into the consent and notification stage. Once the requisite consent is obtained and the cases are processed by the concerned departments, the formal induction notification is expected to pave the way for the officers to join the IAS cadre.
The induction of serving JKAS officers is also significant for the administrative structure of Jammu and Kashmir, where the IAS and JKAS cadres play key roles in implementing government policies and managing administration across the Union Territory.
With 14 serving officers now cleared, the latest development could mark the beginning of a more regularised process for future JKAS-to-IAS inductions and help resolve a backlog that has persisted for several years.
