J&K Government Transfers 20 Law Officers in Major Administrative Reshuffle

Law Department orders immediate postings and additional charge assignments to strengthen legal and litigation management across departments

The Jammu and Kashmir Government’s Department of Law, Justice and Parliamentary Affairs has ordered the transfer, posting and assignment of additional charges to 20 law officers across various departments and institutions, with immediate effect.

The changes were notified through Government Order No. 7322-JK(LD) of 2026, issued on June 16 and signed by Achal Sethi, Commissioner/Secretary to the Government. The order states that the reshuffle has been carried out in the interest of administration, and all affected officers shall be deemed relieved from their present assignments from the date of issuance of the order.

Among the significant changes, Syed Sarfaraz Zahoor Rizvi, Special Secretary to Government, has been transferred from the Agriculture Production Department to the Tourism Department.

Several Deputy Legal Remembrancers (DLRs) have also been assigned new postings. Syed Ahsan-ul-Haq has been shifted from the office of the Commissioner, Food and Drugs Administration, to the Higher Education Department, relieving Mudassar Hassan Choudhary of the additional charge. He will, however, continue to handle litigation work for the Culture Department. Showkat Ahmad Bejard has been posted on a full-time basis to the Directorate of Floriculture, Kashmir, while Sourab Pangotra has been transferred from the Tourism Department to the Agriculture Production Department.

Mymoona Wani has been shifted from the J&K Sports Council to the Directorate of Youth Services and Sports, Srinagar.

The reshuffle also involves several Assistant Legal Remembrancers (ALRs). Baij Nath, posted at the Directorate of Food, Civil Supplies and Consumer Affairs, Jammu, has been assigned additional charge of litigation work for the J&K Medical Supplies Corporation. Hilal Ahmad Bhat, presently serving at the Directorate of Samagra Shiksha, will additionally oversee litigation matters of the J&K Sports Council.

Sohil Mir has been transferred from the office of the Principal Chief Conservator of Forests, Jammu, to the Directorate of Geology and Mining, Jammu, while Masroor Hassan will continue in the Science and Technology Department and additionally handle litigation work for the Jammu and Kashmir Energy Development Agency (JAKEDA).

At the district level, Ishfaq Ahmad Khan has been transferred from the office of the Chief Engineer, Public Works (R&B), Kashmir, and posted as District Litigation Officer (DLO), Kupwara.

Other key postings include Chander Kiran, who has been assigned a full-time role at the Directorate of Skill Development, Jammu, and Sufaya Bashir, who has been transferred from the Directorate of Horticulture, Kashmir, to the office of the Chief Engineer, Irrigation and Flood Control, Kashmir.

Aadil Hussain Khan has been shifted from J&K Power Distribution Corporation Limited (JKPDCL) to the office of the Chief Engineer, Public Works (R&B), Kashmir. Shailoo Razdan has been transferred from the District Litigation Office, Anantnag, and posted as District Litigation Officer, Kulgam.

Farooq Ahmad Bhat has been posted on a full-time basis at Government Medical College (GMC), Handwara, and has also been entrusted with the additional charge of litigation work at GMC Baramulla, relieving Aijaz Ahmad Monga of the responsibility.

Meanwhile, Lutfar Rehman has been posted to the Directorate of Food, Civil Supplies and Consumer Affairs, Jammu, while Sumit Koul will additionally handle litigation work related to the Directorate of Horticulture, Kashmir, alongside his existing responsibilities at the Directorate of Litigation.

The government said the transfers and additional charge assignments are aimed at strengthening legal administration and ensuring the effective handling of litigation matters across departments and public institutions.
